Those are some great points Tom.  Another item to add to the discussion is the critical nature (or lack thereof) of the items QC checks find for these three areas.  Your Correctness example is a good one for an example of a critical error.  A parcel that is expected to be empty due to the parcel attribute ...

Bryan,     The Buildings product offers a high and low elevation for the building which could be used for flood risk.  Adding in parcels would provide the elevation at the parcel centroid I believe.  Using all three would provide the most information about the flood risk for any particular plot of land. ...

Good article. Shows quite well how just displaying the results visually on a map would have told the State employees running the data queries that something wasnt matching up.
