Yes that's exactly what I have. I installed MapInfo Pro 2019.1 and then ran the patch maintenance release 2019.2 Mine does not work.

SV_tools->point (the mouse changes to crosshair) Click on map it does not do anything (problem- no automatic call Tool handler)
