We also had trouble with the raster version of this dataset (the 100 metre version). In the end we got v5.0 working by hand-editing ​MILICSERVER.lic to add " PORT=6789" to the second line (the vendor line).  We suspect this was similarly set in v4.7, but that the v5.0 installation overwrote the file with a clean version and thus lost the setting.  Why we need this setting, nobody knows, ...

​We have updated our copy of the MapInfo Licence Server from v4.7 to v5.0, but found that it doesn't work (MapInfo times out when we try to check out a concurrent licence).  We've tried various fixes and diagnostics without luck, and have reached the stage that we want to roll back to the working version ...
