Many PDF Readers - including Microsoft's default Edge browser - have a 'Read Aloud' feature for PDFs , which works quite well.
The current Edge version has the 'Read Aloud' option available as an 'Uppercase A with two sound waves' icon - currently 6th from the left on the Edge PDF Toolbar.
