If they can run a script, they should be able to validate the data, too.

Developers can create scripts and run them - with run meaning actual post or extraction, and if post, validation of the data prior to posting where possible.
If you have Studio Manager or Evolve, there may be a review of the script prior to executing against a production system. A person has to be assigned the Solution Reviewer role.
Runners can execute scripts (aka run), and where available validate the date. If there is a review process of the data prior to posting, the reviewer has to be assigned the Data Reviewer role.
Does that answer your question? If not, can you please provide more context for this question - what do you mean by the runner cannot validate?

In my company I have creation and execution access for WinShuttle scripts so I can create, run and validate scripts before executioner who has only execution role. But she can not validate only run scripts. Is it normal for people with execution license to not be able to validate?
