    The best way to do this is to use a BAPI. Why?  Because otherwise you have to use GUI scripting, but that can only use as a look up one column - so country or tax type. 

    The Direct script I created repeats the tax section for as many tax classes as you wish, but you can also just use a loop and use header and detail lines.
