    My repeating table defaults with a single row,trying to figure out if there is a form function to delete any row in a repeating table .

    Hi Rama

    By default, you can delete rules.

    There is a rule option to enable or disable deleting a row, like below, but again, it's on by default.

    The actual control is on the left-hand side 

    you right click on that area and see the options available

    By default, Delete is enabled.  The rule could disable it.

    And yes, by default, a table has 1 empty row.

    Does that help, or were you looking for something else specific?
