One option is to give them access to the workspace by installing MapInfo Pro Viewer on their computer. This allows them to open and view MapInfo Pro data and workspaces without paying for a MapInfo Pro license.
Another more simple approach is a layered PDF created from MapInfo Pro. The layered PDF allows the viewer of the document to turn on and off layers and you can even include attribute data from some of your tables too if you want to.

Hello,
I want to share a workspace I've created with other stakeholders who don't use GIS software, what is the best software to enable me to do so? Ideally I want to be able to just share it with the stakeholders I choose and not make it available on the internet for anyone to access.
The workspace just consists of two point layers with a base map.
