If we get a chance we will have a look at the Multi tools 32 bit. I noticed there are a couple of related posts in the ideas portal see MIPRO-I-865 (Data Entry Forms For MapInfo) and MIPRO-I-505 (Drop down menu in table list window).
Given Precisely has a focus on Data Quality, Management etc, may be we could push these onto the RoadMap ;-)

I have over the years worked on a couple of such tools, typically for a specific vertical.
When I worked with COWI before joining Precisely (then Pitney Bowes), we had a tool called MultiTools that had this editing capability that also allowed you to control the attribute assignment.
COWI decided to share the source code for this tool some years back and I have shared it on my GitHub repository.
It was built for the classic 32-bit versions of MapInfo Pro so it would require a bit of work to port it to 64-bit.
Another option is to use the SQL Window to create an Update script with variables that control what type of value you can enter into which fields. I discussed this in this post: MapInfo Monday: Using SQL Window to update the Selection
