Could they use the 'Create Cell Sectors' feature from the DrawTools add-in?
You can do it via the Update statement using a function or via the user interface, see DraweTools 3.1.0 under the DrawTools article.

It may be OS-related rather than the application. If the application has been installed somewhere where modern Windows does not give write permission in the same folder, you'll see error like this when creating temporary files.
If (as it sounds), the application cannot be changed to write to an official temporary location and only does the current (application) location, one solution may be to move the MBX to a neutral folder not subject to OS-based user restrictions.
