I added another change number to my material, but I still don't get a pop-up - not if I omit the change number and not when I use either of the change numbers assigned. Maybe it's config in SAP, and I can't change that in a shared system.

I you would like to test the scenario on your end you need to create another ECN, CC01, and attach your material to it:

Then will changing the material, MM02, with another change number you will get the pop up.

Am not seeing the same thing in my system, so I'm not sure I can help.
When I enter the material and change number, I next see views for selection:

Since you are passing in the material and change number, I wouldn't expect a pop-up with a selection of other change numbers.
In any case, for error messages like this, the first thing I'd try is to select the Start SAP GUI option and try again - like in this support article: https://customer.precisely.com/s/article/Runtime-Error-RAISE-EXCEPTION-has-Occurred-360023691191?language=en_US
if that doesn't work, maybe someone else can help - or you can open a support ticket so that they can run through it with you.

facing an "runtime error" while executing a script to update the material master Basic Data 1 view.
While running in debug mode the error already occurs at the first screen:
