I have been using a transaction script. Try this;
In SAP, go into SalesView in MM01 or MM02 and type =PB07 in the command bar and see what happens (in short, it will provide a list entry instead of only like 4 rows).
If you do this i think you will get the point.
(however, with Direct is also an option)

Subject: MM01 Material extension (sales org), how to populate tax class
Hi,
I'm trying to create a script that will extend an existing Material into a new sales org.
However, the tax data view is different from one sales org to another (countries, tax categories etc.). Also, depending on the reference I've taken, the missing fields vary.
Has someone found a way to mass populate the tax class? I'm more than happy to have "1" in all of them.
