    Issue addressed in this patch.

    1)      Corrected issue with the loading of the USPS Marketing Mail Non-Profit SCF Pallet Discount Rate.

    2)      Corrected issue where the per-pound price for USPS Marketing Mail Non-Automation Flats over 4 oz. was not being calculated correctly.

    On option #2, did you mean "Marketing" not "Marking" ?  If this is not a typo...what is "Marking Mail" ?
