Are you looking for a different way than manually dragging it to dock on the left-hand side?
I assume you could create a docking template file and share that with users. This file would have to go into the AppData folder so that MapInfo Pro would pick it up when it starts.
I call it a template but it really is the docking file that you create by positioning the tools windows where you prefer them to appear, and then you write out the positions either by shutting down MapInfo Pro or by explicitely telling MapInfo Pro to write the file via Options > Application > Tool Windows > Save Current Positions.
This is the file: MapInfoPro.DockingState.xml
And you can find it here: %LocalAppData%\MapInfo\MapInfo\Professional\2300
Personally, I have unchecked Tool Windows > Save on Exit to avoid this problem of the tools window suddenly appearing in a different location or not appearing at all. In this way, my tool windows always reappear in the desired position when I restart MapInfo Pro.

Subject: How to quickly restore Tool Windows to default of docked on the left-hand side
Most of the MapInfo Pro users in my organisation prefer to have the Tool Windows docked on the left-hand side.
Just like it is when you install MapInfo Pro for the first time.
Sometimes a Tool Window goes Floating, or disappears from sight.
Is there a quick way to restore the Tool Windows to being docked on the left-hand side again?
