Don't worry, the hardcode thematics tool is not an .exe so it won't be blocked
Just find the hardcode thematics zip with the .mbx and .str and download it, then put the tool into Mapinfo, then right click the tool and run it
In the resulting tab just remove the thematic as it is redundant
Let me know if you need anything else

Subject: How to apply thematic map to tab permanently?
Hi, how do I make it so that a thematic map is hardcoded into the tab?
Currently it sits as a separate item in the Explorer
I want to make it like the rest of my tabfiles in that the styling is inbuilt into the tabfile
I've heard of people using 3rd party tools but I'm not sure I'm allowed to on this computer, is it possible to do in MapInfo itself? Thanks
