That is not possible either, we use UTC date formats as standard to save any dates in the database and this is not configurable as well.
any computation related to user locales are done on the frontend part, which you see on the evolve site on process/document page and others

The Due date Template does not consider the user locale, Due date is saved in the database in UTC format, once the message is originated the values are directly embedded in the message.
we can surely consider this as an improvement and see if this can be implemented.
