To answer a related question not asked, Why does the USPS use seed records?
The USPS has restrictions on its Delivery Point data and limits how that data is used and it does not allow the contents of the Delivery Point data to be included in mailing lists. In theory, the only way to get a seed record is that the record was improperly shared and used outside of the context of address validation.
