We are currently working on porting the line and fill styles available in our map windows to the Layout. So you won't be limited for long. We believe we'll be able to deliver this in the next major release.
As for text in the Layout, I'm sure you know that the text frame can be resized to show more or less space for editing. There is no longer a separate dialog for it because the design decision was to do 'in-place' editing.

Why are we so limited with options for region and line styles in layout? Also,previously we could double click on a text box and the text would appear in a separate box which was larger and much easier to edit.
