No, MapCAD is available to standard and advanced licenses of MapInfo Pro.
The full path the in statusbar tells you that MapInfo Pro is loading this MapBasic application.
If you look in the Running tab in the Tools window, has MapCAD been loaded?

Note that MapCAD embeds itself in many places in the ribbon, mostly in the Spatial tab where you can find it in existing splitbuttons and also in splitbuttons that MapCAD itself adds. This behaviour is quite different from the classic 32-bit version of MapInfo Pro where MapCAD had a couple of dedicated toolbars.
Here's an example from the Insert splitbutton on the Spatial tab where the tools in the red rectangles have been added by MapCAD

I have a question concerning MapCAD tools when using MapInfo Pro 2019.3 with a Premium License.
When I double-click to open MapCAD I get the full path name in the Status Bar but nothing else appears.
Do I need an Advanced License to run MapCAD (I didn't using 32 bit MapInfo v15) or is it something I'm missing?
Any help would be greatly appreciated.
