We would like the ability to have custom reference list for decision forms in workflows. 

For example, a data owner may recieve a request and choose from a list that contains "Approve", "Deny", and "Request Clarification". 

Currently, we can only use boolean fields or reference lists that were used in the initial action form.

Are you talking about a reference list that would be specific to the workflow itself, and not a reference list that's on the Action Form or Asset?

Yes. Our primary use-case would be for the decision maker to select their decision. These lists wouldn't make sense on the Action Form or Asset. 

Ok make sense.   One thing you can do in the interim is use the reference list on an Action Form but make it not editable. If you click off that setting on the field then a User won't see it when filling out the Form, but it will be available to update within the workflow.  You'll still be able to see it in the workflow details.
