Currently there is not a way to do that. The only way to limit an Action is by allocating them to certain Asset Types. In reference to your other post here in the community you asked if you can use responsibility types in conditions or conditional transitions within a workflow. I'm guessing that question is also asking for a way to limit an action, or a workflow being triggered, based on the responsibility (or lack thereof) to an asset. Is that true? Is the business need to be able to only make certain actions available to certain types of users or to be able to trigger a workflow based on user responsibilities? Or are you looking for one workflow to branch into different steps?
I'd like to learn more about your use case.
