Data360 Govern

Currently, custom filters only apply to the user that created the filter. We would like admins to be able to pre-define common filters (IT View, Business View, etc.) that can be viewed by all Govern users, instead of making each user set their own filter. 

Note: We would still like users to save their own filters, but also have "global" filters that apply to all.
