PPOME is a workbench type of tcode. It's not at all built for easy automation. If there are even filters to get you to what you need to update, it usually doesn't work.
I would talk to your Basis team about enabling this through a standard tcode like PA30 or PP02, or through a BAPI. I have only used one GET bapi for HR data, so I'm not sure it will work, but you could look into:
BAPI_HRMASTER_SAVE_REPL_MULT or something like that.

Hi Everyone,
Looking for some help again. I think I am close but so far away. We have users use PPOME to change staffing to an organization I have looked to see for other t-codes to use like PA30 and PP01 but our current settings in PA30 are grayed out (locked) from changing the organization. I have been successful in running test GUI script in PPOME. The same script will not work with another user or other SAP sandbox. I understand there is something to do with PPOME with the SAP GUI Tree (multi level structure) element I may need more understanding on. Any help with this is appreciated.
