Good news! My previous response was wrong haha. Apparently you can now be a participant in an Excel Workflow with a Standard license.
There are still limitations on Standard users in the Excel Add-In, as they are not able to do any SAP interactions such as Validate, query, or post data through Excel. They can submit entries, review entries, and approve entries, but the interactions with SAP are limited to Professional users.
Sorry for the confusion, this is actually news to me too as I was under the impression that a Standard User would not get the Excel Add-In.
For those users, they will need to install Winshuttle Studio on their machine as that is what also installs the Excel Add-In.

We have recently moved from Studio to Winshuttle Evolve and are working on an Excel Workflow. When we tested with a standard user (one who is not a runner or developer), we are unclear on how the user can submit data to Evolve into the workflow since there is no Excel Studio Add in.
