Yes, solutions will be migrated, but the history of the processes will not be migrated. SharePoint lists used for reference type data in solutions will be migrated to create what Evolve calls reference data.
The history of the processes in Foundation is in a SQL database - separate from the SharePoint content databases. So perhaps a DBA can migrate/save that, and then you can use a reporting tool to pull in data from both systems. Please note, however, that the schemas are different between the systems.
You may also be able to save the SharePoint list data from the solution runs, but that is outside of the scope of our migration utility. Note that that list is surfacing data that is also in the Foundation workflow database, so you would have it if you saved the SQL database.

We were hoping to have the forms data from Foundation also available in the Evolve product but were told this is not the case so it is really as it we are getting a new product and our solutions migrated but without the previous data for the business? We are moving off prem SP2013 so that data will not be available any longer when we make the choice of products to move to.
Was it incorrect that the forms data from our SP 2013 wont be available to us or will it be available in Evolve as well to que and see as there is about 4 years worth of data we don't want to loose and would like it all centrally still not in two different repositories?

There is a migration tool to move solutions from Foundation to Evolve. But as I believe you are pointing out, we do not migrate the data about the workflow runs, i.e. each instance of the workflow that has run.
You can persist that data in your current Foundation database, and you'll have new data in Evolve, once migrated and running. Most good reporting tools will allow you to merge the data sets, so that you can have a complete picture of the data over time, but the reporting will take some rework.
