I wasn't able to get the IBM-1140 encoding to pass through our Apache XML parser, but flipping the encoding from IBM-1140 to UTF-8 did process the XML. I also saw that the IBM-1140 encoding is EBCDIC originally, was this sample input pre-converted to ASCII? What's the use case behind the IBM-1140 encoding? With the use case, I can pass this information over to our Product Management team as an enhancement request.
