This error occurs when the FTP nodes (shipped with LAL) cannot connect to the server specified in the node.
Generally, this can occur due to network connectivity issues, the server being down, or simply an incorrect Server or ServerPort parameter.
Ensuring that these parameters are correct and that the server is up & reachable will normally resolve the problem.
