If you look in your taskbar/system tray(/whatever Windows is calling it these days) you should see an icon with a small green dot when the server is running.
If the server has died, you will see the same icon, but red.
See attached image for a case where the server is running.
If the icon is there, but it's red, then double click on it, and the server console will be brought up.
From here, you can click "restart".
If the icon is not there, then you should be able to start the server from the Start Menu - by default this is under Start Menu->Lavastorm->LAE 4.5->LAE Server.
If the icon is there, but is not green, then I'm not sure why BRE cannot connect to the server.. it could be that the server is running on a different port, but assuming you haven't been changing the files under <installationDir>/conf then the server should be on the port that BRE is trying to connect to.
If the server console is running when BRE is started, then even if the server has died, a new server console (and therefore a new server) won't be started.
If the server console is not running though, then BRE should automatically start a new local server.
It sounds like this isn't happening for you, though I'm not sure why.
Sometimes this is due to the paths configured in the bre.ini however looking at your bre.ini, these paths all appear to be in order.
In any case, let me know if this information helps you to resolve the problem.
If not, further investigation is needed.
