    I am local Admin, have all rights too. UAC is turned off.
    Version I am installing is 5.1.0.0.664.

    The only time I've seen this error has been due to permissions, but it looks like you've already looked into that side of things.
    It might be best to reach out to your support representative to try & get a solution if no-one here is able to provide a quick answer.
