Thanks this helped. Saw the capabilities in the classic, and from what I see I think I need to do, as we use both Classic and 2020, is to make changes in both UIs.

There are several ways to prevent users from being able to import files into a repository.
- The toolbar buttons are controlled by the Capabilities enabled for the Group(s) that are assigned to the user. If you edit each Group in the Classic UI and advance to the Capabilities screen, you will find the Import entry under Content -> Toolbar. There are two mutually-exclusive Import entries - unchecking them both will hide the import button on all repositories. In the New (2020) UI, the Import entry is under the Repository -> Toolbar -> Toolbar Options in the Capabilities screen. These entries need to be disabled on all of the groups assigned to the user.
- To prevent a user from being able to import files into a SPECIFIC repository, the security for the Group(s) that are assigned to the user can be updated to disable the Sync In security option for the repository can be unchecked. This too must be set on all Groups assigned to the user that grant access to the specific repository.
