City/State to Counties Mapping -- use ValidateAddress?

    Hi team,

    We have a need to get a list of counties that a given city & state combination in US may be in... 

    1) Is the endpoint to use validateAddress ?
    2) Will this mapping be returned, if I pass in the following request parameters -- no AddressLine's.... only the following parameters?
    Request
      1. Data.City – for example, "Austin"
      2. Data.StateProvince – for example, "TX"
      3. Option.OutputRecordType = "P"
      4. Option.KeepMultimatch = "Y"
      5. Option.MaximumResults = 10

      Response (Array of) USCountyName

      Will this work? I won't have the address but only city/state as input
