I had a quick look at the data.
I tried adding this projection string to my MapInfow.prj file:
"NAD 1983 Quebec Lambert\p32198", 3, 74, 7, -68.5, 44.0, 46.0, 60.0, 0.0, 0.0
I now open the GeoTiff file, and selected the new projection.
I got it placed here:
It does seem to align nicely with borders in the aerial map.

I can add an update, I tried the posted solutions with the same result that MIP will not load it because 'the image control points cannot be in a straight line'. So on rereading the source info I see that the projection is Lambert Conformal Conic NAD 1983. So I can actually now load the file with this projection. However it is now located many miles to the west of WSG 84 Bing Map and even if I modify the registration, it no longer contains the data I need to crate a Wildfire Hazard score for some 2,500 rail post points over the 250 miles of rail track from Sept Isle to Labrador City. Not given up yet.

I have downloaded data relating to Quebec Wildfire Hazards, but it appears that registration fails as all the data points are in a straight line. I opened the file successfully on Geo Tiff viewer and in the downloaded set there is a TFW file which I think contains registration info. I believe you may have seen this before but can't find the solution in the library. Thanks.
