    Issue addressed in this patch.

    1)      Corrected issue where the Manifest report was showing incorrect Full-Service discount in the Rate Summary.

    2)      Corrected issue where the rate posted to the Manifest Key line in the Inkjet file (POSTIJ) was posting the rate with the Full-Service discount where it should have been the base rate prior to the Full-Service discount.
